    Basic Function of Job

    This position carries out project management responsibilities for the Earth System Modeling Framework (ESMF) Core Team. The ESMF Core Team manager will coordinate closely with the CSEG manager to ensure that ESMF software addresses today's critical challenges in building large scale, multi-use modeling applications from a diverse set of component models.

    An individual hired at the Project Manager III level will be able to immediately apply their existing experience in managing large scale, multi-disciplinary, cross-organization software engineering projects to the ESMF project. Compared with the Project Manager II level, a level III hire will have a significant understanding of scientific software, and ideally ESMF itself, as well as a higher degree of independence in (1) planning the overall strategy of the ESMF project and (2) identifying and pursuing funding opportunities.

    Responsibilities

    Project Management

    The modeling infrastructure project management's responsibilities span the full project life cycle from project inception to final closeout. This includes ensuring that the ESMF Core Team meets all contractual obligations on time and on budget and continues to deliver high quality software. The ESMF Core Team includes ~5 FTEs distributed across multiple agencies, managed in a coordinated fashion. The position requires the ability to motivate and direct large technical teams and to coordinate work among scientists, software engineers, project sponsors, and administrative personnel.

    The project management responsibilities encompass serving as the primary point of contact, defining project requirements, developing and tracing progress of project plans and ensuring that risk is minimized. Tracking the progress of various projects requires the creation of status reports as well as presentations to stakeholders on the project timelines and deliverables. The scope of projects covered include model coupling projects based on ESMF/NUOPC, the Community Mediator for Earth Prediction Systems (the community coupler used by CESM and NOAA's Unified Forecast System), hierarchical model testing, and ESMF interactions with other modeling infrastructure software, such as the Common Community Physics Package (CCPP) and data assimilation systems. 

    Strategic Planning and Proposal Development

    The ESMF Core Team Manager coordinates with the Executive Board in strategic planning and business development activities to ensure the project is well positioned to address current and emerging priorities of the sponsoring agencies. This position participates in planning and coordinating meetings held by NCAR partners to communicate infrastructure development activities being undertaken at NCAR and to expand existing partnerships. The project manager takes the initiative to lead proposal-writing efforts for new projects that are in line with the priorities outlined in the NCAR/CGD and ESMF strategic plans. This involves engaging potential sponsors for future projects.

    The ESMF Core Team Manager supports U.S. agency projects that involve the development of model and mediator components and applications based on ESMF/NUOPC infrastructure. This work will be directly related to management of ESMF/NUOPC infrastructure and its integration with NCAR, NRL, NASA, NOAA, and other community applications.

    For the Project Manager III level:

    The ESMF Core Team Manager will bolster strategic planning through a detailed knowledge of the ESMF software and novel trends in computing hardware & software, in order to ensure the infrastructure is well-positioned for to adapt to both next-generation scientific models as well as next-generation computing systems and environments.

    Knowledge/Skills/Abilities

    Project Manager II:

    • Advanced skill managing national and international scale projects involving weather and climate applications.

    • Advanced understanding and experience in the implementation of coupled climate models for climate change applications.

    • Advanced knowledge of the ESMF/NUOPC framework

    • Advanced understanding of the model coupling protocols used in systems like CESM or the UFS.

    • Advanced knowledge of general software engineering best practices to recommend and/or implement modifications to new code.

    • Advanced knowledge in object oriented software engineering design.

    • Uses knowledge of ESMF/NUOPC to write proposals to support key initiatives.

    • Excellent oral and written communication skills.

    • Proven ability to convey technical concepts to management, staff, and supervisees.

    • Proven ability in proposal writing.

    • Advanced skill in written and verbal presentation of project progress and results.

    • Advanced skill in defining project requirements, developing project execution plans, managing progress schedules and deliverables and tracking action items and ensuring follow-up.

    • Proven ability to provide technical direction for assigned projects.

    • Advanced knowledge of current software and hardware technology and trends related to Earth System modeling and applications.

    • Advanced experience developing software for more than one application domain.

    • Proven skill in applying software analysis, design, and development methodologies.

    • Proven ability to plan development work and meet deliverable deadlines.

    • Demonstrated ability to manage diverse project teams including scientific and technical personnel

    • Working knowledge of UCAR administrative policies and procedures, including grant proposal and hiring processes

    Project Manager III:

    Education & Experience

    Project Manager II:

    • Minimum of 2-4 years experience at the PM I (or equivalent) level and demonstrated ability to successfully manage scientific or technical projects with increasing levels of complexity.
    • Bachelor's degree required.
    • Attainment of Project Management Certification strongly desired.

    Project Manager III:

    • Minimum of 5-7 years of experience at the PM II (or equivalent) level and demonstrated ability to successfully manage scientific or technical complex projects
    • Bachelor's degree required.
    • Attainment of Project Management Certification strongly desired.
